Rationale
The
programme contributes to improving the quality of training for primary
school teachers and in supporting the peace process between Sinhala, Tamil
and Muslim populations through basic education. In this context, special
importance is given to pre-service and in-service, since this is where the
foundation is laid for teaching and learning and the peace process.
Special emphasis is laid on children in underprivileged areas and
education in post conflict areas.

Partners
Within
the context of the education sector reform formulated by the Sri Lankan
Government, the Ministry of Human Resource Development, Education and
Cultural Affairs (MHRD, E &CA) has been endeavoring to reform
pre-service and in-service training of primary teachers. To achieve this
objective, the education projects assisted by the GTZ have been integrated
by the Sri Lankan partner into one programme, the Basic Education Sector
Programme (BESP), for better co-ordination since 01. 01. 2001. The BESP is
being implemented in close collaboration and co-ordination with the line
Ministry and eight provincial ministries and their provincial departments of
education, as well as all zonal education offices throughout the country.
The National Institute of Education (NIE) is the professional arm of the
Ministry of Education and is the direct partner of BESP with regard to
curriculum development, professional development and research.
Programme
Units
The
implementation proposal is from 01/2001 to 05/2005 (5 years and 5 months).
The recommended overall term is from 01/2001 to 12/2008 (8 years). One main
component is the Material Development and Training Unit dealing with
pre-service training of primary school teachers with a view to prepare them
for the real learning–teaching situations in the classrooms through
internship and is operating countrywide in 12 National Colleges of Education
(NCoE). The other main programme component is the “Teacher In-service
Project (TIP)” which deals with the training of practicing teachers in
the Sri Lankan education system based on five trainers’ manuals.
The “Basic Education for Children in Disadvantaged Areas (BECAre)”
pays special attention to building up psycho-social counseling capacities to
establish a school psychological service, besides improving basic education
of war affected children, drop-out children, over-aged children and
out-of-school children.
Instead
of just providing knowledge and skills, the programme has emphasised on
attitudinal changes in the target groups besides incorporating peace
concepts, conflict resolution, and conflict
transformation into the training materials and training as cross
cutting issues. The peace process in Sri Lanka led to the opening of the
Vanni Region, which is an area controlled by the LTTE and was previously
inaccessible to the public, and to the “Vanni Education Rehabilitation
Project” run by BESP, in order to rebuild basic education in the
region worse hit by the ethnic conflict. To ensure improved results, quality
monitoring and evaluation of all programme activities in all its components
is being done by the Monitoring and Evaluation Unit.
