• The need for support for all
relevant institutions in the basic education sector is identified and the necessary in-service training programmes for institution building of partner organisations are implemented by May 2005. Assumptions: • Policy makers facilitate the implementation. • MoE financial allocation available in time. The National Steering Committee for BESP meets regularly. At provincial level in the North East (NEP), Central (CP), Uva and North Central Provinces Steering Committees are operational for TIP, BECAre and VERP II. Management committees are operational in the North East Province in all 24 zones. Cooperation with NIE, Line Ministry and Provincial Ministries is further flourishing. Activities of TIP are an integral part of the National Institute of Education (NIE) now as a programme for teacher center managers have been conducted by the Teacher In-servive Project (TIP) in order to strengthen the teacher education middle management, integrating 82 teacher centres into its programme. Steps have been taken to integrate the Material Development and Training Unit (MDTU) into the NIE's teacher education, shifting the overall responsibility for the MDTU to the partner. TIP-CP and TIP-NEP have has already established a unit at the provincial education department. Line and Provincial Ministries continue allocating fixed budgets for BESP's teacher pre- and in-service, as well as Basic Education for Children in disadvantaged Areas (BECAre) and Vanni Education Rehabilitation Project (VERP II).
